About Us
HR represents our clients with integrity, and a sense of partnership within the legal process. This collaboration consistently produces desired results.
No matter what the business, we become intimately involved with the client’s workplace, learn the “ground level” realities, and apply that to our legal representation. By adhering to the highest standards, HR is able to provide efficient, economical representation in a wide array of employment related litigation matters. We are dedicated to providing responsive, thorough legal representation at every stage while communicating case objectives and strategy in a clear and timely manner. As a result, the client is able to make informed decisions as to the direction of their case, and participate towards its successful resolution.

Formed in Orlando in 1992 by Rex Hurley and William Rogner, HR has always provided clients with personalized, individual representation. These relationships are the result of a dedication to excellence, both in legal knowledge, and commitment to service. In addition to our Winter Park office, HR has offices in Ft. Pierce, Tallahassee, Deerfield Beach, Miami and Ft. Myers. Our attorneys are among the most skilled and respected in the Workers' Compensation arena, with 13 attorneys being Board Certified by the Florida Bar as Specialists in the area of Worker's Compensation. Most of our attorneys concentrate primarily in this area, and continuously conduct educational seminars and workshops. The firm also represents clients in Civil and Administrative matters.

HR delivers what clients want:
high-quality legal services,
reasonable fees, clear and prompt communication,
and management of
the legal process.

Although our practice encompasses numerous areas, our specialization and reputation is grounded in the defense of workers’ compensation cases for employers, insurance carriers and claims handling entities. From routine matters, to larger, more complex and involved litigation, our experienced offices of attorneys, paralegals and staff offer personalized, attentive, responsive representation.

In litigation, effective, timely communication is key. Our attorneys are particularly skilled at all levels of litigation including: the initial investigation of a claim; communicating legal concepts and strategy to our clients; clearly and concisely articulating our client’s defenses and arguments before mediators and judges; and communicating our position to the opposing counsel. HR lawyers bring these skills to every jurisdiction in which they practice.

“Rex and I started in 1992
with a small office, a telephone, and a few great clients.
We built our firm by never forgetting a simple idea:
Our clients’ interests come
— William H. Rogner

The ability to communicate with key players streamlines cases, channels resources more effectively, and creates timely results. The firm feels that the quick, efficient resolution of a case is often the client’s primary goal, and we are committed to that end. However, where the facts dictate and the client directs a strong, unwavering position to be decided by the trier of fact, HR is equally comfortable preparing the case for trial. HR knows the law.

Our attorneys have been responsible for numerous appellate decisions which have shaped the practice of Workers’ Compensation. HR knows its clients, from large insurance companies, claims handlers and large employers, to smaller insurers and companies. We know how to listen to their needs, and deliver the results they require.

We provide outstanding, expert legal work to our clients in a prompt, courteous and timely manner. This service is provided at a reasonable cost, where cooperation and communication with the client ensure efficiency and satisfaction. We are personally interested in our clients and their interests, and represent them as we would wish to be represented. This standard has allowed HR to become a leader in the defense of Workers’ Compensation claims, and guides all of its attorneys’ actions.
